Our ESAs are prepared in conformance with the scope and limitations of the most current version of ASTM Standard Practice E 1527. This industry standard complies with the requirements of 40 CFR 312, Innocent Landowners, Standards for Conducting All Appropriate Inquiries (AAI). Documents are evaluated for accuracy and completeness with our Quality Assurance/Quality Control (QA/QC) program. Our diverse team is led by project principals who are professional engineers and by project managers who are registered geologists, environmental assessors, and asbestos/lead inspectors. Our professional team has conducted Phase I ESAs ranging from small, vacant parcels to complex commercial/industrial sites for many clients. We have completed a significant number of these Phase I ESAs within an urban environment and also for municipal entities involved with redevelopment activities. During an ESA, an AAI defined “Environmental Professional” assesses the property condition for environmental risks, which may include suspect petroleum, hazardous material, other chemical releases, presence of USTs/ASTs, PCBs, suspect ACM, and air, water or waste issues. To effectively determine all potential site risks, we dedicate professional staff to our clients to provide the most thorough ESAs possible in this industry and ultimately to reduce potential future risks associated with a property for our clients.
Our diverse team, including hydrogeologists and environmental engineers, has operational experience in conducting investigations for typical environmental concerns to complex subsurface investigations for soil and groundwater contamination of a property. We develop a thoroughly planned step-by-step investigation process to eliminate unnecessary additional costs, therefore performing only practical and economical investigations for our clients.
NPN Environmental completes Environmental Assessments (EA) to ensure accomplishment of all requirements pertaining to the National Environmental Policy Act (NEPA). The Federal Emergency Management Agency (FEMA) regulations at 44 CFR Part 10, Department of Homeland Security Management Directive 5100.1, and Council on Environmental Quality Regulations at 40 CFR Part 1500-1508 implement the NEPA requirements for FEMA. For the EA, NPN Environmental gathers preliminary information regarding the level of compliance with current environmental standards, laws, regulations, and permits with respect to the subject property and special resources. NPN Environmental prepares the EA in accordance with the generic outline and scope of work provided for our review and includes analysis of elements such as purpose, alternatives, resources, impacts, agency coordination, public involvement, and permits.
NPN Environmental also performs Transaction Screens, Reliance Letters, and File Reviews for clients. Transaction screens are performed in conformance with the American Society for Testing and Materials (ASTM) Standard E 1528, Standard Practice for Environmental Site Assessments: Transaction Screen Process.
